Description:	La migración mexicana a Estados Unidos se caracteriza por su continuidad, unidireccionalidad e historicidad, lo que permite establecer fases y etapas en este largo proceso. El artículo plantea el fin de la etapa bipolar (1986-2007) y el comienzo de una nueva, que se caracteriza por el reflujo migratorio en un contexto de crisis económica, social y política en cuanto a la gobernanza del fenómeno migratorio. El sistema migratorio norteamericano está colapsado y las vías de solución han quedado entrampadas después de veinte años de reformas parciales, políticas contradictorias y una sistemática campaña en contra la población inmigrante. Mexican migration to the United States is characterized by continuity and historicity which allows set phases and stages in this long process. The paper aims to analyze the bipolar era (1986- 2007) and the beginning of a new one that is characterized by decreased migration flow in a context of crisis, both economically, socially and politically and in terms of governance migration. The U.S. immigration system has collapsed and solution paths have been trapped after twenty years of partial reforms, contradictory policies and a systematic campaign against immigrants.
